Unity ads sometimes doesn't come,Unity ads don't always fire and sometimes are different from test

I had setup unity ads in a way that whenever a player tries to play a level first an ad should come then the level should load up, the ad comes sometimes but not Everytime, it doesn't even puts an ad most of the times. I also used banner ads but the placement was not right even though everything worked fine with test ads after I force enabled real ads from unity dashboard it is not working fine. Please help,Unity ads showed up properly in the test. After I force enabled real ads from unity dashboard real ads were coming but the placement of banner ads changed and the video ads only came one or 2 times and did not even come even if they were programmed to come when a player tries to load up a level
